Streamflow Restoration

Description
We obtained a GIS coverage of the streamflow restoration priorities maps developed by the Oregon Department of Fish and Wildlife (ODFW) and the Oregon Water Resources Department (OWRD). The maps were obtained from the ODFW website. The streamflow restoration priorities coverage was clipped to the study area to produce the shapefile 18restor_clip.shp. Flow restoration priority rankings and other attributes are assigned to Water Availability Basins (WABs). As determined by discussion with the MidCoast Watersheds Council, we focused on the flow restoration priority rankings developed jointly by ODFW and OWRD. The ODFW/OWRD priority rankings range from 1 (low) to 4 (high) for each season. We used the summer rankings (which were always the highest of the 4 seasons' rankings). We summarized the ODFW/OWRD flow restoration priorities for 6th fields in flowrest_sum_by6th.shp. Since WAB boundaries do not coincide with 6th or 5th field boundaries, we determined the predominant summer ranking for each 6th field by comparing the area of each ranking within each 6th field. The ranking that occupied more than 50% of the 6th field's area was assigned to the field "dfwrank_summer" in the 6th field summary coverage (flowrest_sum.zip, flowrest_sum_by6th.xls).
Uses
The 6th field rankings are a good starting point for making decisions on where to focus streamflow restoration activities. Within 6th fields ranked high priority, OWRD GIS layers showing points of water diversion, areas of water use, and instream water rights can be used to further focus efforts. Some of these layers were provided on the MCWC GIS CD, but the layers are regularly updated and the most recent versions should be used. According to information on the ODFW web page , streamflow restoration priorities were developed in fulfillment of Oregon Plan Measure IV.A.8: Identify Instream Flow Priorities. A contact person is Rick Kruger at the ODFW Habitat Conservation Division. The Oregon Plan website describes some of the parameters that entered into the streamflow restoration priority rankings.
